Award Winners 2025 | Pasqual Maragall Legacy Prize



The Catalunya Europa Foundation announces the results of the Pasqual Maragall Legacy Awards 2025, which recognize academic works that contribute to preserving and updating the thought, work, and political action of Pasqual Maragall.

The awards honor research that addresses, from a historical or contemporary perspective, issues related to metropolitan governance, public policies, European integration, or the territorial model, among other areas connected to his legacy.

In this edition, the jury—composed of Eva Anduiza, Xavier Boneta, Txema Castiella, Mireia Grau, and Fidel Bellmunt, experts from the academic and institutional fields—highly valued the quality and diversity of the submissions, which keep alive the debate on public policy, territorial cooperation, and the role of citizens in building Europe.

The awarded works are:

Undergraduate Category
Lazos en el terreno: Cuatro ejemplos de integración positiva que desacreditan los discursos de extrema derecha, by Flora Ibáñez de León.
The jury highlighted the innovative format and the positive approach with which it addresses integration and migration, breaking away from victimizing or blaming narratives.

Master’s Category
Housing in European Metropolises: Supply dynamics and planning frameworks in large Urban Areas of the EU, by Mikel Berra Sandin.
The jury emphasized the topical relevance of the subject and the methodological rigor of the work, which uses data and artificial intelligence to create an atlas of functional urban areas across Europe.

Pasqual Maragall Legacy Category
Governance, resilience, and sovereignty of water resources in Catalonia. Water management as a paradigm of political action in the governments of Pasqual Maragall, by Albert Santasusagna Riu.
The jury highlighted the rigor and quality of the proposal, as well as its ability to analyze water management from a strategic, country-level perspective.


The award ceremony for the Pasqual Maragall Legacy Awards 2025 will take place during the Annual Conference of the Catalunya Europa Foundation.

With these awards, the Catalunya Europa Foundation reaffirms its commitment to research and reflection on the ideas and values that inspired Pasqual Maragall: innovation, cooperation, and a European vision open to the world.
